"ͪवदेशी डाक" शÞद उन डाक सेवाओं पर लागू होता हैजो "अतं दȶशीय डाक" कȧ पǐरभाषा मɅ नहȣं आती हɇ। 2) Categories of Foreign Postal Articles.  Postal articles exchanged in the foreign post are broadly divided into two categories which are "letter post" and "parcel post". ͪवदेशी डाक से आदान-Ĥदान कȧ जाने वालȣ डाक वèतु ओं को मोटे तौर पर दो Įेͨणयɉ मɅ ͪवभािजत ͩकया जाता है जो हɇ"पğ डाक" और "पासल डाक" [ ।  Letter Post :- Letter, Post cards, Printed Papers, Small Packets and Literature for the Blind, EMS Documents, ITPS.  Parcel Post :- India Post Parcel Retail, EMS Marchandise. 3) Universal Postal Union  Universal Postal Union established :- 9th Oct 1874  Headquarters at :- Bern, Switzerland  Total Member Countries : - 192  India Joined UPU :- 01 July 1876  All the countries of the world with few exceptions, are members of the Union known as the Universal Postal Union (UPU). क ु छ अपवादɉ को छोड़कर दǓ ु नया के सभी देश यूǓनवसल पो [ èटल यूǓनयन (यूपीयू) के नाम से जाने जाने वाले संघ के सदèय हɇ।  UPU Consists of 4 Bodies :- 1. The Congress 2. The Council of Administration (CA) 3. The Postal Operation Council (POC) 4. The International Bureau (IB)  2 Cooperative :- 1. Telematics 2. Ecpress Maill Service (EMS)  Freedom of transit is guaranteed throughout the territory of the Union. संघ के पूरे ¢ेğ मɅ पारगमन कȧ èवतंğता कȧ गारंटȣ है।  These are binding on all member-countries which are applicable throughout the international postal service and the provisions concerning the letter post services. ये सभी सदèय-देशɉ पर बाÚयकारȣ हɇजो संपूण अंतररा [ çĚȣय डाक सेवा और पğ डाक सवे ाओं से संबंͬधत Ĥावधानɉ पर लागूहोते हɇ।  The parcel post service with the majority of countries or Administrations is governed by the Universal Postal Union Parcel Post Agreement. अͬधकांश देशɉ या Ĥशासनɉ के साथ पासल पो [ èट सेवा यूǓनवसल पो [ èटल यूǓनयन पासल पो [ èट समझौते ɮवारा शाͧसत होती है।  The exchange of insured letters is governed by the Universal Postal Convention but not all countries admit insured articles. बीमाक ृत पğɉ का आदानĤदान यूǓनवसल पो [ èटल कÛवɅशन ɮवारा Ǔनयंǒğत होता है लेͩकन सभी देश बीमाक ृत लेखɉ को èवीकार नहȣं करते हɇ।  Exchange of Money Orders, Postal Orders, and Cash on Delivery items are governed by special bilateral agreements. मनी ऑडर[ , पोèटल ऑडर और कै श [ ऑन ͫडलȣवरȣ वèतु ओं का आदान-Ĥदान ͪवशषे ɮͪवप¢ीय समझौतɉ ɮवारा Ǔनयंǒğत होता है।  There are special arrangements with a few countries (Bhutan, Bangladesh and Nepal) under which more favourable conditions are laid down for the exchange of postal articles. क ु छ देशɉ (भूटान, बांÊलादेश और नेपाल) के साथ ͪवशषे åयवèथाएं हɇ िजनके तहत डाक वèतु ओं के आदान-Ĥदान के ͧलए अͬधक अन ु कूल शतɏ रखी गई हɇ। 4) Countries in UPU Any Non Member country of the United Nations may become a UPU member provided that its request is approved by at least two – thirds of the member countries of the UPU. संय ु Èत राçĚ का कोई भी गैर सदèय देश यूपीयूका सदèय बन सकता है, बशतȶͩक उसका अन ुरोध यूपीयूके कम से कम दो-Ǔतहाई सदèय देशɉ ɮवारा अन ु मोǑदत हो। 4 – A ) Asian Pacific Postal Union  APPU Established in :- 1961  Old Headquarters at :- Manila (Philippines).  Its new Headquarter is at :- Bangkok, Thailand from 2002  Old Name : - Asia Oceanic Postal Union (AOPU)  India joined the APPU in :- 1973.  Total countries are members of APPU :- 32  APPU Also Run :- Aisan Pacific Postal College (APPC) (Training and development)  The purpose of the union is to extend facilitate and improve the postal relations between the member-countries in the Asian Pacific region and promote co-operation among them in the field of the postal services. संघ का उɮदेæय एͧशयाई Ĥशांत ¢ेğ मɅ सदèय देशɉ के बीच डाक संबंधɉ को सͪ ु वधाजनक बनाना और सु धारना और डाक सेवाओं के ¢ेğ मɅ उनके बीच सहयोग को बढ़ावा देना है।  The convention of the APPU is binding on all the member-countries. एपीपीयूका सàमेलन सभी सदèय देशɉ के ͧलए बाÚयकारȣ है।  The convention contains the provisions regarding the letter post items and provides that a member country may apply for surface letter post items addressed to other member-countries for reduced charges which are not more than 85% of their international surface rates. सàमेलन मɅ पğ पोèट वèतओ ु ं के संबंध मɅ Ĥावधान शाͧमल हɇ और यह Ĥावधान है ͩक एक सदèय देश अÛय सदèय देशɉ को संबोͬधत सतह पğ पोèट वèतु ओं के ͧलए कम श ु ãक के ͧलए आवदे न कर सकता है जो उनकȧ अंतरराçĚȣय सतह दरɉ के 85% से अͬधक नहȣं है।  Exchange of items other than letter post items with the APPU countries is governed by the relevant Agreements of the Universal Postal Union. एपीपीयू देशɉ के साथ पğ पोèट वèतु ओं के अलावा अÛय वèतु ओं का आदान-Ĥदान यूǓनवसल [ पोèटल यूǓनयन के Ĥासंͬगक समझौतɉ ɮवारा Ǔनयंǒğत होता है।  32 member countries in the Asia-Pacific region. These countries are. 1 Afghanistan 2 Australia 3 Bangladesh 4 Bhutan 5 Brunei Darussalam 6 Cambodia 7 China 8 Fiji 9 India 10 Indonesia 11 Iran 12 Japan 13 Lao People's Democratic Republic 14 Malaysia, Maldives 15 Mongolia 16 Myanmar 17 Nauru 18 Nepal 19 New Zealand 20 Pakistan 21 Papua New Guinea 22 Philippines 23 Republic of Korea 24 Samoa 25 Singapore 26 Solomon Islands 27 Sri Lanka 28 Thailand 29 Tonga 30 Vanuatu 31 Vietnam 32 Islands 5) Except in so far as the special regulations for the Foreign Post have been notified here the regulations concerning inland postal service apply to foreign postal articles as well. जहां तक ͪवदेशी डाक के ͧलए ͪवशषे Ǔनयमɉ को यहां अͬधसͬूचत Section – 2 : General Regulations Applicable in the Letter Post 6) Definition of “Letter Post”  In the Foreign Post the term “Letter Post” (also referred to as “Correspondence”) applies to the following classes of postal articles: ͪवदेशी डाक मɅ शÞद "लेटर पोèट" (िजसे "पğाचार" भी कहा जाता है) डाक लेखɉ के Ǔनàनͧलͨखत वगɟ पर लागूहोता है :  Letters, Post cards, Printed Paper (including Books and Registered Newspaper). Small Packets and Literature for the Blind. पğ, पोèट काड, [ मǑġु त कागज (ͩकताबɅ और पजं ीक ृत समाचार पğ सǑहत)। अंधɉ के ͧलए छोटे पैके ट और साǑह×य। Note : “Aerogrammes” are also included in the Letter Post. , but there is no class of articles in the surface post corresponding to aerogrammes. लेटर पोèट मɅ "एयरोĒाàस" भी शाͧमल हɇ। , लेͩकन सतह पोèट मɅ एयरोĒाम के अन ु Ǿप लेखɉ का कोई वग नह [ ȣं है। 7) Rates of Postage  The postage charges payable for a foreign article consists of the surface postage (charges for surface transmission as an ordinary article) and where applicable additional charges such as air surcharge, charges or fees for special services like Registration, Insurance, etc. ͩकसी ͪवदेशी वèतु के ͧलए देय डाक श ु ãक मɅ सतहȣ डाक श ु ãक (एक सामाÛय वèतु के Ǿप मɅ सतहȣ Ĥसारण के ͧलए शã ु क) और जहां लागूहो, अǓतǐरÈत शã ु क जसै े हवाई अͬधभार, पंजीकरण, बीमा आǑद जैसी ͪवशषे सेवाओं के ͧलए श ु ãक या शã ु क शाͧमल होते हɇ।  However, for airmail Postcards and aerogrammes combined charges (Postage- cum-air surcharge) have been fixed. हालाँͩक, एयरमेल पोèटकाड और [ एयरोĒाम के ͧलए सयं ु Èत श ु ãक (डाक-सह-एयर अͬधभार) तय ͩकया गया है।  The surface postage rate for a particular class of article in the letter post is the same for all destinations except for destinations in a few nearby countries to which inland rates of postage are applicable. पğ पोèट मɅ लेख के एक ͪवशषे वग  The fees for the special services of Registration, acknowledgements (Advice of Delivery), Insurance, Certificate of Posting and Late Fee are uniform for all destinations. पंजीकरण, पावती (ͫडलȣवरȣ कȧ सलाह), बीमा, पोिèटंग का Ĥमाण पğ और ͪवलंब श ु ãक कȧ ͪवशषे सेवाओं के ͧलए शã ुक सभी गंतåयɉ के ͧलए एक समान हɇ।  Air surcharges and combined airmail charges vary according to the destination. हवाई अͬधभार और सयं ु Èत एयरमेल श ु ãक गंतåय के अन ुसार अलग-अलग होते हɇ।  The weight steps used for determining the surface postage are different from the weight steps used for fixing the air surcharges. सतहȣ डाक श ु ãक Ǔनधा[ǐरत करने के ͧलए उपयोग ͩकए जाने वाले वजन चरण हवाई अͬधभार को ठȤक करने के ͧलए उपयोग ͩकए जाने वाले वजन चरणɉ से ͧभÛन होते हɇ।  The postage charges, special charges and air surcharges may be refunded to the sender in the event of suspension of service. सेवा के Ǔनलंबन कȧ िèथǓत मɅ Ĥेषक को डाक श ु ãक, ͪवशषे श ु ãक और हवाई अͬधभार वापस ͩकया जा सकता है। 8) Make-up of articles general provision (letters only) a) Letter-post items should be made up securely and in such a way that there is no risk of other items getting trapped in them. पğ-डाक का सामान सुरͯ¢त और इस Ĥकार बनाया जाना चाǑहए ͩक उसमɅ अÛय सामान फं सने का खतरा न हो। i. The packing should be adapted to the shape and nature of the item and th conditions of transport. पैͩकंग वèतु के आकार, Ĥक ृ Ǔत और पǐरवहन कȧ िèथǓतयɉ के अन ु Ǿप होनी चाǑहए। ii. Every item should be made up in such a way as not to affect the health of officials and or not damage other parcels or postal equipment. Ĥ×येक वèतु को इस तरह से बनाया जाना चाǑहए ͩक अͬधकाǐरयɉ के èवाèØय पर असर न पड़े और अÛय पासल या डाक उपकरण को [ न ु कसान न हो। iii. In case of items sent in envelopes, it is recommended to use envelopes which are adapted to their contents. Envelopes, the edges of which are provided with coloured bars should be reserved for air-mail correspondence. ͧलफाफे म  Any member country of United Nations may become a member of the UPU.
